Michel CAT est ingénieur INSA Lyon GCU 1982. Son expérience professionnelle d’une quarantaine d’années au total est variée, tant dans le secteur public (collectivités locales, sociétés d’économie mixte et Commission européenne) que dans le secteur privé (entreprises, de construction et d’exploitation, et bureaux d’études). Il a ainsi travaillé dans la construction de bâtiments, d’infrastructures (routes, autoroutes, chemin de fer, traitement des eaux et des déchets) et leur exploitation. A la retraite depuis juillet 2023, il a en particulier travaillé pour la Commission européenne près de 18 ans dans trois délégations successives en Ethiopie, au Bénin et en Turquie.

Since Sep 2022, I am Head of Innovation Capacity Section at the European Institute of Innovation and Technology (EIT), responsible for:
- The analysis and assessment of results and impacts of the EIT’s and its Knowledge and Innovation Communities’ activities in the areas of Innovation, Business Creation, Access to Finance (A2F) synergies with European Innovation Council (EIC) and European Investment Bank (EIB) / European Investment Fund (EIF), EIT Global Outreach (GO) program, EIT Women Entrepreneurship and Leadership (WEL) and EIT Regional Innovation Scheme (RIS).
- The programming, reporting and monitoring of KIC activities in the above areas in the framework of the annual grant cycle, including the implementation of KIC business plans and activities, report on progress as needed and advise on strategy and planning issues.
In Sep 2013, I joined the European Institute of Innovation and Technology (EIT), http://eit.europa.eu, (EUR 2.3Bln under H2020 and EUR 3Bln under Horizon Europe), as Entrepreneurship Officer, and became in Nov 2017 Impact Officer - Entrepreneurship and Business Creation, and leading also from May 2020 on Financial Sustainability / Access to Finance, and from May 2022 EIT Global Outreach.
In 2017-2019, I also led the development of the EIT Women Entrepreneurship and Leadership activities at European level, the development of the EIT Alumni community across Europe (10000+ members, http://eitalumni.eu), and the organization of the EIT Awards and Innovation Tour as part of the EIT annual Innovation festival INNOVEIT (https://eit.europa.eu/innoveit).
Before joining the EIT, I worked for the French Ministry of Finance's Trade Commissions in North America and Asia Pacific as Head of IT, and for US MNCs in corporate business development roles.
In the past, I also advised Internet start-ups Founders, and I was an active Angel Investor in San Francisco and Singapore.
I hold a MBA (Finance, Entrepreneurship) from INSEAD, and a MScEng (Electrical Engineering) from INSA Lyon, France.
I am available to join European level Ventures and Associations Advisory boards, and to be invited as an Award / Prize / Challenge jury member, or as a panel speaker at European level Innovation & Entrepreneurship conferences.
